Under the San Pedro Bay Ports Clean Air Action Plan (CAAP), beginning in 2007 all cargo handling equipment (CHE) purchases will meet one of the following performance standards:
- Cleanest available alternative-fueled engine that achieves maximum reductions in oxides of nitrogen (NOx) and reduces particulate matter (PM) to 0.01 g/bph-hr, or
- Cleanest available diesel-fueled engine that achieves maximum reductions in NOx and reduces PM to 0.01 g/bph-hr
- If there are no engines available at the time of purchase that reduce PM to 0.01 g/bph-hr, then purchase the cleanest available engine (either fuel type) and retrofit with cleanest emission control technology.
- All CHE engines > 750hp will be equipped with the cleanest emission control technology verified by California Air Resources Board (CARB).
By the end of 2010, all yard tractors operating at the San Pedro Bay Ports will meet the minimum EPA 2007 on-road or Tier IV engine standards.
By the end of 2012, all pre-2007 on-road or pre-Tier IV off-road top picks, forklifts, reach stackers, RTGs, and straddle carriers < 750 hp will meet at a minimum EPA 2007 on-road engine standards or Tier IV off-road engine standards.
By the end of 2014, all CHE with engines > 750 hp will meet at a minimum the EPA Tier IV off-road engine standards.

During Calendar Years 2007-2009
- New purchase of 2007 + on-road diesel or LNG
- Encourage replacement in accordance with 2010 guidelines
During Calendar Years 2010+
- Replace pre-Tier IV with Tier IV diesel or LNG
- Replace pre-2007 with final EPA 2007 on-road diesel or LNG engines
- New purchase final EPA 2007 on-road diesel or LNG yard tractors

During Calendar Year 2011
- New purchase of Tier IV diesel or LNG
During Calendar Years 2012+
- Replace pre-Tier IV with Tier IV diesel or LNG
